The first part of the 1984 Games was in New York

Amputee, vision impaired and cerebral palsy athletes competed in June in New York after the collapse of the original organising committee meant that the 1984 Paralympics were split between New York and Stoke Mandeville. Amputee swimmers Carol Young and Paul Bird each carried an Australian flag at the head of the Australian Team in the opening ceremony.
